help with filling up the IMM5444E form

In the declaration part of the form, there is a section that states
- I declare that I am a permanent resident of Canada.
How can one declare that when one is applying for permanent residency?
Am i interpreting this in a wrong way?

This form is to obtain a permanent resident card ( the maple card), not applying for permanent residency. Read the form carefully!
