Help with Asylum questions

Hello. I'm a US citizen but my sister is not. She is from Moldova but has moved to Italy since the conditions are very bad in Moldova. Now her situation in Italy is getting just as bad. The people over there are really starting to hate her for being an immigrant. I would love for her to come here and I have already submitted for her to get a green card but I know that will take 10+ years.

1. Would it be possible for her to request asylum for her and her family while her green card is being processed?

2. I know she is being persecuted in Italy but would the US just tell her to just go back to Moldova?

I really would like for her to come here and live. I could easily support her family until they got on their feet. So any help would be great. Thanks
 
1. No. Since she has already expressed her immigration intent, she might even be denied entry into US. If, however, she manages to come on her tourist visa (assuming she has one), she can try to apply, but will most likely be denied because the argument that you have is that her Italian neighbors don't like her rather than she facing any type of persecution in Italy.
