Help! transfer H-1 after H1 reaching cap

I would appreciate it if anyone could answer to this question.

My friend just got an offer after H-1 cap reached.
He is an employee in a IT company. Now his new empolyer is in insurance business. Two different fields although his major is in finance. Can he still do a H-1 transfer instead of a new H-1? According to USCIS, it seems to for non-first-time
employment, cap will has no impact and there is no restriction on changing jobs from one field to another. Am I right? Thanks a lot.

Filed of work does not matter. He should be on H1. Approval in different field depends upon his qualifications. Any transfer will not come in cap.
