HELP: question regarding retrogression and interview date

I would appreciate it if someone could answer this question for hypothetical scenario.

I have an interview scheduled for August 22. Lets say I do my interview and they tell me that they need to do a security check and that takes a month or more. If in the EB 2 category gets subsequently retrogressed starting September 1st on a worldwide basis, what will the embassy do? In the meantime the security clearance comes in a few months.

Will they not issue the immigrant visa, because of retrogression or will they issue the visa even if the security clearance takes a few months.

Also when do they actually alot a visa number to a case. Is it when the interview date is set or on when they approve the case (before the security clearance) or only after they stamp the passport at the embassy or at the port of entry?

My understanding on CP's is Consulates will request a visa number before interview. So if they interview and wait on some additional information be it security check or anything and if they get the all info needed by them to issue a immigrant visa you will get your immigration visa (GC). This is my take. I could be wrong.
