1. How does TSC get prevailing wages for a specific job?
2. If they say my salary is lower than prevailing wages, what tactics I (and my lawyer) can use to argue with them? Will a pay raise AFTER I receive their RFE help? Thanks a lot,

Did TSC tell you the prevailing wages? You/TSC can find the wage in your LC. Another way you can find the prevailing wages based on your job in DOL website.

Usually, it is ok if your salary is 5% lower than the wage in your LC. A pay raise AFTER you receive their RFE help for sure, because GC is for future job. But beware, this may lead to a "company ability to pay" issue.

There are different ways to handle it, I think unitednations already posted many answers, search unitednations by name to see if you can find the answer.
 
Usually a difference of 4,000 to 5,000 is not a problem. Sometimes a W2 might not exactly match your paystub if you have pre-tax deductions like health insurance, retirement if they are non-taxable. Now, if you have a substantial salary differnce like 10,000 or more, USCIS might question the company's ability to pay from the priority date(which is the date you filed your labor) to the current.
