Help please! Is reporting change of employer voluntary?

Hello everyone! Can anyone help on this?

Case has been over 180 days apparently. Have to change employer soon.

RD: 03/15/2002
ND: 04/11/2002
EAD: 06/27/2002
FP: 08/22/2002

Is it required (by INS) that adjustee must report to INS change of employer?

IF YES, when must the adjustee report the change?
1) before changing employer
2) or after changing employer
3) or after receiving a RFE about employment status

I appreciate any light you can cast.
