help, petition for siblings?

I am very concerned about my situation. Hopefully I will soon be an American citizen. I want to petition for my mother and two of my sisters (girls are 12 and 13 years old). I know there is no waiting line to bring my mother, but with my sisters I heard there is a 15 years waiting line?
Do they really have to wait that long? or not? Because they are underaged can't they come with my mother?
Please reply whoever is/was in the same situation.
How can I have my family here in the same time? my sisters don't have any other family members but me and my mother.
 
I would suggest that you sponsor your mother and your sisters. Once your mother comes here she can sponsor them and since they are under 21 they fall into immediate relative category. Besides when your mother sponsors them they can retain the priority date which they get when you sponsor them. This will be minimum wait time. I am not a lawyer but I am sure a lawyer would suggest you the same. Your sisters would be able to come within 1 year of your mother's arrival. If you are from India then the immediate family petition can be done in Delhi from where it takes only 3 months for the interview date. Find out details about filing petition in Delhi.
Another option is you can adopt your sisters. This way your mother and your sisters can come together. Adoption can be done before their 16th birthday.

this is incorrect. The mother will only be a GC holder and for her to sponsor her daughters, it will take a good enough time too as the wait is 4-5 years for that .
