Help on L1-B to H1-B or L1-A

Hi Experts,

I would like to get your opinion on my L1-B visa status change. I am currently on L1-B and it expires (5 year limit) by the end of 2004. I am being promoted as a manager now and my company would like to extend my visa for some more time. They are suggesting to go for H1-B and if needed start GC after filing H1-B. But I am trying to see if L1-A is good/easy for me as GC will take comparatively less time. So the questions are :

Pleaset note that I don't have reportees here at USA but have them at India offshore office.

1) Is L1-A applicable only for managers with some reportees or is
it applicable for managers with no direct reportees also ?

2) If L1-A manager needs to have reportees, can the reportees be at offshore ? Like L1-A manager located in USA and his engineers in India ?

3) Is there any minimum number of reportees suggested for L1-A manager ?

4) Can L1-A manager in USA have engineers coming here on B1 visa for short term visit as reportees ? I manage the engineers who come here from India on B1 Visa for training and technical discussions.

5) Is there any suggested minimum years one should have been a manager at USA to become qualified for L1-A ?

Please also suggest if L1-A is the good option or I should consider only H1-B as company suggested.
