Help - NIW RFE from NSC after waiting for 10 months

After waiting for 10 months without anything, I got a RFE LUD last Thursday.

The letter went to my lawyer today and it goes like this:

"While a national interest waiver for classification under 203(b)(2)
does not required a job offer, you are required to provide basic
information about the proposed employment in Part 6 of the Petition.

Complete Part 6 on the attached photocopy of your petition."

Part 6 on I140 is "Basic information about the proposed employment". My lawyer thinks this is weird because for NIW he has never been asked to complete that Part after having done hundreds of these kinds of cases. He thinks this is
just an officer who doesn't know about it, or maybe it is a new policy.

What do you think? There is no other questions in this RFE. Is this normal and is it a good sign or bad sign?

Thanks for your comments. Did you mean that you got five RFEs from INS or you got one but sent in the requested materials in five separate letters?

I hope I wont get any more RFE after this one.
