Help Needed - Bringing daughter to the US by third party

Hi all,

this looks the best place to ask my friend's question. Please kindly advise her if you know the answer.

She and her husband got asylum. And their a 6 year old daugther's application is approved. One of their american friends happen to be traveling the country which is next to the COP. American friend agreed to bring their daughter to the US with herself. Apparently they trust to their friend and it saves some money for a struggling new immigrant family.

But they are worried if it is legally possible and if there are no serious unhidden issues which could be a lot of problem later.
1) is a power of attorney issued by parent to American friend or other notarized consent is enough?
2) isn't it going to be a problem at the US border and officers make it a big deal?
