Help Needed - Applying GC for Spouse

I am a Permanent Residence.

1. I want to apply GC for spouse who is in India. What are all the options do I have like, applying in India or in US etc., and also please let me know which is the best option to go for.

2. Does the H1-B visa will be given by INS/Consulate to the spouse of a green card holder?

3. Is there any other option do I have to bring my spouse to US, like B1, F1, H1 etc.,?

You can file an I-130 petition for your spouse and she will have to wait for approx 4 years before her PD becomes current.

an H-1B visa is issued by the Consulate in conjuction with the INS.

she getting a B-1/B-2 issued based on her husband being a PR in the USA is very doubtful.
