HELP ...need advice about NO birth Certificate

I am applying for green card. I do not have my birth certificate. I tried to get it from the country I was born in but they require my civil ID which is issued at time of birth which I do not have. This Civil ID number is irretrievable for me now. Is it absolutely necessary to get a Non Availability certificate of birth record from the hospital to apply for green card ? Also my father is alive but estranged from me and so not willing to give me a birth certificate. ( I know WEIRD to hear but true) My mother is dead but I do have a photocopy of an affidavit she made out about my date of birth . Will my mother's affidavit be admissible at all ? I am planning to get an affidavit from my sister who is 8 yrs older than me and present at my birth. Do you think I should get one more from other relatives ? I can get one from my aunt but she was not present at the time of my birth. Please let me know what document do I need to submit to file for Green card.
 
I am applying GC for my parents - both of them did not have a BC. We got a affidavit from a very old relative about their birth dates and place. However, we had to get from the govt that a BC was not issued which was the toughest part (India). Anyway after 2 months of begging with govt officials, we got it - NOT on a government letterhead (which is apparently required) but with rubber seals of government officials. They got interview letter for 6/10/11.
