help me RFE after 19 months later PLEASE

LBC is BS in information Systems , I do not know why my previous lawyer choose that.I do have two Masters one in Information Technology and Management and MBA.Both from USA and I sent everything when we applied 140 and 485 together.My degree is exact match what is expecting in 140.

Why do they ask again? my MS in the same field is not better than BS? My undergra was BA however I do have more than 78 credit masters credit.

Please help me , I waited 4 years and then got This RFE................

What does the section 14 and 15 says in your labour?That decides the suitability.
 
15 empty and 14 BS in information technology

14 says BS in information 15 is empty, however newpaper ad was or BS or equal
