Help married 25 yo needs answers about getting green card trough wife.

Background: I came to the united states Illegally at the age of 6 from mexico. I got married to my wife at the age of 21 and we have been happily married for the past five years. When we got married we went to see 3 different lawyers and they all told us the same thing that I would be hit by the ten year bar due to staying past my 18th birthday and that they did not recommend processing my case until their was a opportunity because if my waiver got denied I would be stuck in mexico. To this day 5 years have passed and recently my parents brought to my attention the new obama policy, however they also mentioned that I would no longer need to go mexico for my 10 year bar waiver. Now honestly I have not done anything about my Illegal status in the past 5 years and quite simply I really wanna know where to start.
first question is where can i find a good lawyer in my area?
my second question is for the people in similar situations how hard it is and what i should expect?
and is it true that if your married to a citizen then you don't have to leave the US for a green card?
if their are any lawyers on here would the obama policy help me at all?
should I process the paperwork myself or trough a lawyer?
any answers will be greatly appreciated and if you need any further information feel free to ask. thank you guys so much in advance.

My wife's niece (US citizen) married to an illegal immigrant who was brought to California when he was 5 or 6 years old. About two years ago, he was arrested for DUI and deported to Mexico. My wife's niece submitted a petition to get his permanent residency last year. I heard that he had to go to the US Consulate in Juarez for some reason. Now he got an employment authorization card and is back to California legally this time. I think he is about 21 years old or so.
