Help !!! J1 stamping in Juarez, Mexico`

Hello All,
I have couple of questions regarding visa stamping in Juaez, Mexico.
1. Do I need a visa to enter Mexico? Or can I get permit to enter?
2. Whether my husband can come with me to US consulate?
