Yes, DS-230 part II is required - it's just that your parents can't sign it before the interview. They will have your parents sign it after oath.

help pls... DS-3032, the original copy was lost, but we have the xerox copy here, is it okay to send the DS-3032 form xerox copy to be send on nvc?
