Help!Interviewed by the DHS officer again!

Hello again. in February 2010 I was interviewed at the ICMC(International Catholic Migration Committee) by the DHS (Department of Homeland Security)officer and was accepted as a refugee by the Americans in March 2010. But never deported there because I got stuck in the security clearance process. After more than 17 months of the security clearance they called me for another interview with a new officer from DHS at ICMC in Istanbul/Turkey. And during the interview the officer told me that the security clearance process didn't finish yet (only the biggest part of it finished but not all)so I have to wait for a while(he assured me that it will be shorter than 15 months, and laughed!)and added that this interview as a re-check about what happened to me here in Turkey(since it's been more than 17 months since my interview with DHS officer, which happened in February 2010). BTW I was the only single male on that day to be interviewed but there were more than 7 families to interviewed with me(3 Iranians and 4 Iraqis)!

Guys, what does this mean? And why it took them so long and they didn't even finish?
Because, I can't believe a country very organized like the USA would take almost 2 years to finish this security clearance!
Any suggestions?
