I am currently applying H1B from school. And my boss is stingy to avoid premium. I am kind of worry how much time Nebrask need for normal/standard H1B applicaiton

If this is your first H1B and if you haven't applied already then you are out of luck. The H1B visa cap for FY05 is already reached. USCIS is not taking any more new H1-B petitions.
