Help for RFE of EB1-EA (NSC), too

Received RFE today. It didn't pin my petition point by point. Rather, it is fairly brief with only one paragraph.

"The Service has carefully reviewed the documentation submitted with your petition. It appears you are competent *******. However the documentation does not elevate you to the level of being one of the small percentage who have risen to the very top of the field of endeavor that you are presently working in. Nor does the documentation submitted establish that you have received sustained national or international acclaim."

How do I read this letter? Besides, I have the following questions.

1. Regarding the last point, I was a first prize winner of national mathematical competition and I included it as one supporting criterion (together with other awards, scholarship and fellowship at college level), but without English translation. If I get a notarized translation, does it suffice to address this concern?

2. After sending out the application, but before receiving the notice (and before the notice date), I became a member of a professional orgnization. This is a national organizaiton and only admits a few new members every year. Can I still use it? In particular, can I use it to address the concern of "the very top"? If so, what kind information shall I provide, e.g., proof of membership, national orgnization, selective nature of membership, letter from the Director?

3. In my petition, I also included 1. publication, 2. citation, 3. referee, and 4. high salary, among some others. Without explicit mentioning of these points in RFE, does it mean the officers aggree with these qualifications? In this case, can I simply ignore their concerns and emphasize other qualifications?

4. In general, and to my case in particular, what constitutes a good strategy to reply RFE?

Could you post your qualification details. We can give informed advice on how you can approach RFE. Also look at the various posts in this forum AND the USCIS AAO decisions over the years.
 
Here is my qualifications

Ph.D

1 journal publication, dissertation, 1 submitted paper

15+ citations

10+ talks in various conferences and university seminars

Refereed a couple of times, with one letter of evidence (for journal paper) and one email (for a textbook)

6 reference letters (4 from the same university, 1 from other university, 1 from my boss at the company)

First prize winner of national mathematical competition, submitted without translation

High salary, far above the average, don’t remember if I included the industry average

Also membership of a few organizations(paid), I don’t feel they would count, included only for the sake of inclusion

Another piece of information may be useful, mentioned in previous post

After submitting the petition, I was admitted to a professional organization. But this happened much earlier than the notice date since it took a very time to get the notice for whatever reason(!). This is a national organization, very selective, well-known to the field, but no name recognization to the public.

Any suggestions to my next move? (BTW, I am in VSC not NSC, sorry about that)

You should be able to use this new membership to answer both of their concerns:

1) You have risen to the very top of your field as this organization only consideres people that has risen to the very top of XXX field

2) You have gained sustained national acclaim as you received awards both in past and recently

In general, you are expected not to include any evidence of events post your petition filing date. But based on my recent experience, they will consider them if they support your claim of "sustaining" the acclaim
 
Thanks. I can see how to make a case for 1), but I am not quite how to relate it to 2) since it is not awards. Any suggestion?

I understand not to include evidence after petition in theory. I don't understand how to apply it in practice: what is the cutting point, the date of signing the petition, postmarked date or notice date. Is there any reference that I can read?
