How long after applying for EAD at a Service center should someone wait to apply for an Interim EAD at a local INS office? Thanks in advance for your answers

Thanks. Is it 90 working days or calendar days (I mean including non working days like week ends)
 
90 calendar days

90 calendar days after the "Received" date noted on the Notice of Action letter
