Help: EAD card returned to BCIS

I am posting this on behalf of my friend who is a student and just graduated. His EAD card was returned to BCIS because of change of address and the online status was updated (card could not be delivered).

He called 800# and was asked to fill out AR-11. He needs the card by July 15 for getting a new I-20. He also went to the local INS office to get a EAD card, but they refused.

What are the options and how can he request INS to get the EAD card mailed back to him?

You would have to beg them to resend the EAD besides filling AR-11. Last time my wife had the same problem in May, and had to wait until November to get it resent after calling TSC more than 5 times. But that's TSC, CSC could be faster.

Thanks for the response, but now the direct lines to CSC have been disconnected. We will have to try the 800 number everyday.
