HELP!Applying passport for child w/ U.S Citizen parent (became citizen 5 yrs ago when child was 14,

Hi. I would greatly greatly appreciate it if someone can help my with my questions.

So a little background..
Daughter is 19, recently found out green card expired in 2009.
Foreign Passport also expired.
Tried to apply for California ID but failed because of so.
Mother became a U.S. Citizen when daughter was 14 so was naturalized along with her then(?)
Though daughter did not get citizen certificate/attend oath taking and did not apply to renew and receive a U.S. passport at the time (mother received citizen certificate, attended oath taking ceremony alone, and applied for US passport alone).

Will daughter still be able to get US Citizen passport for naturalization that occurred 5 years ago when she was 14 at the time now that she's 19?
What documents to bring? (website says just parent's ID + child's passport OR green card/permanent residence card which is expired+ old passport + child's birth certificate from [from abroad, immigrant] )? Will it be accepted? what about social security card, will it?

Advice you to apply for a Certificate of Citizenship (Form N-600). Than you can expedite passport application by which you can get it in 24 hrs paying extra.

Yes, if the daughter was a permanent resident when her mother naturalized*, and was living in the US in her mother's physical and legal custody.

  • Old green card + foreign birth certificate showing her mother's name + mother's naturalization certificate + proof of legal and physical custody at the time of her mother's naturalization*.
  • Documents for proof of legal custody will depend on whether the mother is married, divorced, legally separated, widowed, or never married to the girl's father. What is the immigration status of the girl's father? Was he ever a US citizen? That also affects which documents need to be provided.
  • Documents for proving physical custody would be something showing both the girl and her mother having the same address at the time of or after her mother's naturalization (but before her 18th birthday), such as school records.

*or some time between her mother's naturalization and the daughter's 18th birthday, if she became a permanent resident or started living with her mother after her mother naturalized

While the N-600 is advisable in the long run, it takes 2-6 months whereas the passport is usually issued within 2 months, so N-600 doesn't make sense right now given the urgency of the situation (trying to get a state ID). This situation calls for the passport first, then N-600, or apply for both N-600 and passport at the same time.
