help about RFE

I came here as F-2, then I changed my status to F-1, and then H-1. Now I got a RFE asking me to submit an I-797 approval notice for changing from F-2 to F-1. I coudn't remember getting such a notice. I only got the I-94 with the back endorsed with F-1 change in the approval mail from the local INS office. Can anyone with similar experience confirm with me that there is no such thing as I-797 approval notice when changing status from F-2 to F-1?

My case detail: EB-2, I-485 ND 06/13/03, FP 04/13/04, first LUD change 01/05/2005, RFE 02/16/05.

My wife changed from F2 to F1 in in 1997. We got an approval notice (I797) from NSC with a new I94 printed (bottom right) on the notice.
