Help: about return transportation cost--where is the official legislation??

Hi, everyone, just got terminated from current company and am ready to go back home if cannot land a job soon.

I found out from some websites that when employer dismiss h1b workers before h1 expires, the employer need to pay for the return transportation costs. But can anyone tell me where I can find the official INS documents or websites of the related legislation. I need to show my employer the official document about this issue so they will agree to either pay for it or keep me on the payroll a little longer to give me time to find new job. Employer signs I-129 form for applying H1. On page 9 of Form I-129 instructions (Rev. 12/10/01), look for the following:

H-1B and H-2B Notice.
The immigration and Nationality Act makes a petitioner liable for the reasonable cost of return transportation for an H-1B or H-2B alien who is dismissed before the end of the authorized employment.
