Buy a plan on the state's Obamacare (ACA) marketplace. If income is low, they qualify for a subsidy. Open enrollment this year ends Dec 15. They also qualify for a special enrollment period for 60 days after moving to the US.
If they are in a state where new LPRs can get Medicaid without a 5-year waiting period (e.g. CA, NY), and they are really low income, they can get the Medicaid in that state, though theoretically the sponsors can be sued for reimbursement.
