Health coverage: if you are a new immigrant

My mom 65 yrs would be joining me as a new immigrant. She is very healthy but I want to ensure she has access to a doctor, emergencies and prescriptions as needed. I believe as new immigrant she does not qualify nor can purchase Medicare (or Medicaid) coverage, Part A (emergencies) or Part B (doc visits). I believe my employer would as well not cover her (as a dependent), so what are my options?
 
Does Pres. Obama's health care law (although effective 2014) provide a viable option for purchase health coverage for such new immigrants?

I think she needs to purchase a health care plan. I use Blue Cross Blue Shields for myself and I am happy so far. Don't know though how the rates are for elderly.
 
BCBS doesn't insure 65+ on their traditional insurance products. For that population BCBS offers the medicare coverage that you can buy from them, but that would exclude a new immigrant sponsored via family category.

(There are some less reliable private insurance companies that I found on immihelp.com, but they would exclude pre-existing condition, would cost over a thousand, and their coverage policies aren't that attractive)
