Have H4 and want to work

I have accompanied my husband with H4 visa and I really want to work but have been told I can't for 18 months. Is there any way around this. Is there anyway of getting HB1 without employment? Im a fully qualified fashion designer and an eiger to work can anyone help?????????? Thanks Shima
