Have H1B,Can I work on the Side?

I have a H1-B visa. Can I work on the side by working on Computer related projects to make extra money. Like work on projects from eworks.com.

They(eworks.com) is asking to fill up form w-9 and 1099, is it OK to do so?

Please let me know guys.
