I have been wondering about the exact same thing !!
I have noticed the same thing. Someone did do a search using some case numbers and found that there have been FP requests for 04 filers. However, I am not aware of any 04 filers getting an FP notice.
My thought is that they may have temporarily stopped issuing FP notices. Once they catch up with approvals they will start again. This whole process is so unpredictable.
Our ND is 02/08/2004. We have not received FP notice either. But, I did hear of some 2004 cases getting FP's whose ND is after ours..not sure why we missed out.
yesterday someone updated the tracker with FP notice in 04
I believe the ND date was 2nd October and that person is done with the FP.
Now there has to be some logic for FP requests. It cannot be a random process since all govt. work goes by some written guideline ( however the way guideline may be written the outcome may be a bit random).
TSC certainly has changed the FP policy a bit and that's why many people who filed in 04 have not received the FP notice. This may be due to the USCIS guideline to prevent FPs from expring beofre 485 is adjudicated.
I am pretty sure that once FP is done and then 140 is adjudicated, both 140 and 485 will be approved quickly within days of each other.
So the big question is, how do we get the FP notice ? Sending a Fax to TSC when only 6 -8 months have passed since 485 was filed is not going to go anywhere I guess.
Any suggestions whatsoever on how to get the damn.. FP notice ??
I sure hope you are right. I am willing to wait till the end of the year for the FP if the I-140/I-485 approvals follow shortly thereafter.
Another thought. I have been seeing a lot of late 02 485 approvals under the 485 forum. Is it reasonable to think that they may have diverted their efforts towards approving 485s in order to get those approval upto speed with the I-140 approval date of Mid 03. Once the 485 approvals catch up with the I-140s, they might start to approve both at the same time. Again these are just my thoughts and I do not have any information to support this theory.
The bottom line is that there is no hope for approval for any of us till the FP completed. Lets hope it happens soon.
Here is a suggestion to help us better track what's going on at TSC.
-- I will upload a scanner .xls files.
-- Everybody take the spread sheet and it run it for their notice date.
-- Also run it for the notice dates in their neighbourhoods (3 days earlier and 3 days later)
Running for one day (approx 5 thousand total applications) will take about 20days approx.
Because USCIS will not allow more than 300 queries a day.
-- Collect all I140 and I485 numbers from each of us
-- And consolidate all I140 and I485 numbers from all of us into ONE single spread sheet.
-- Then one of us could scan those I140 and I485 at periodic basis to see any improvement is there.
-- we can maintain another file called scan.txt to see who is scanning for which date to avoid
two people scanning for the same day.
-- And consolidated list of I140 and I485 in TSC-SCAN.xls
I posed the FP question to my attorney a few days back. She told me that in order to expedite general processing and avoid delays USCIS is not issuing FP until "they think" they are within 6 months of processing I140 & I485. This is done in order to avoid repetitive FP's which causes delay.. Same thing is being planned for EAD as well.. I hope they include AP in that list too so all they can concentrate is on I140 and I485.

Can you post the excel sheet so I can run a scan on dates in 04 i.e. from October 03 to December 03 so I can see what does the FP schedule look like ? Btw. does the excel macro look for FP review condition in the USCIS case status search ?
I think immigrationwatch.com does some kind of scanning every month. I am not sure how comprehensive their data would be. They wash out old data from their website when new data are posted.
I keep those old data from their website in a spreadsheet. Can post them tonight after I get off work. Just don't know how useful it is.
