Has the US government ever sent pre-approved GC or citizenship invitation to aliens?

If an alien is so important say that he invented a weapon that
can dramatically change the warfare but he want to leave
the USA for his home country, will the government
offer pre-approved GC or citizenship invitation to him?
 
Try it. Invent a new weapon that will instantly vaporize all enemies of America. You might get a passport and a medal.

Only thing I am aware of (don't know why I'm bothering to reply) would be the National Interest Waiver. One would still need to apply, but a sponsorship from a federal agency/department would likely expedite the process.

After WWII, many German scientists including Von Brawn
were brough to work and live in the States by force and
many of them became citizens regardless of the
Nazi excluding criterion.
