Has \'Landing Permission\'. What is the next step?

Supposing
a person \'X\' has "Landing Permission Paper" relating to immigration to
Canada. \'X\' went to Canada first time in July, 2000 and then came back. \'X\' was supposed to go
to Canada in January, 2001 and July, 2001; but \'X\' somehow got that delayed
(through a Toronto based lawyer). Now the lawyer informed \'X\' that \'X\' MUST
come to Canada on or before 31st December, 2001, if \'X\' wants to keep the
paper. \'X\' wants to go, but before going, wants to know about few things
from an independent source. \'X\' wants to know : What is the procedure now
for \'X\' to follow? How long \'X\' needs to stay in Canada this time? How long
\'X\' can extend visa/permission this time? Is there any quick system to
settle the matter? All these and any other matter(s) you think important.

IF X HAD HIS LANDING PAPERS AND LANDED IN CANADA AS PR JULY 2000 , HOW MANY DAYS HE STAYED IN CANADA AFTER LANDING? IF HE RETURNED IMMIDIATLY IT MEANS HE WAS OUT OF CANADA MORE THAN 183 DAYS. LANDING IN jULY 2000 AND NOW GOING AS PR AGAIN IN DECEMBER 2001? I DO NOT THINK HE HAS VADLID PR STATUS, HE HAS LOST HIS PR.

I DO NOT THINK THEY WILL ALLOW HIS ENTRY TO CANADA AS HE IS NO MORE PR,HE HAS NOT MAINTAINED ANY TIES TO CANADA OR TRIED TO SETTLE IN CANADA, HE CAN NOT REPLY TO QUESTIONS WHICH WILL BE ASKED BY IMMIGRATION OFFICER FROM HIM IF HE TRIES TO ENTER CANADA BY BORDER OR BY AIR, I DO NOT FIND ANY PROCEDURE FOR HIM NOW, BETTER HE SHOULD APPLY AGAIN. YOU SHOULD HAVE WRITTEN THE CASE IN SIMPLE WAY.
 
Is bill C-11 not applicable?

Inder99 does the bill C-11 not protect people who have not been in canada for more than 183 day?

Does it mean that 2 yr out of 5 yr will be applicable only for those who get the PR after June 2002? Does it not apply to people who are already PR.
 
BILL C-11 is not effective yet

Bill C-11 is only passed and still regulations are to be published, nobody knows what will be the redulations . No body knows when they will be effective govt of Canada will publish the date when the regulations will be effectiveit is expected that they will be effective before june/july 2002.
