Has anyone with good IELTS score not received interview waiver

I am interested in knowing if anyone who has submitted IELTS results with a good score (>7 in each section) but has not received a direct interview waiver but instead has their file forwarded to another consulate for interview ?
Is there a correlation between a good score on IELTS and interview waiver ?

Also is there anyone out there with a US degree completed who has not received an interview waiver ?
