Has anybody used 90day rule to get EAD ?

I got my 1st EAD at Baltimore after VSC pending more than 90 days. I showed the officer the VSC EAD receipt and filled a new I-765(?) form. She took the new form and the copy of receipt and told me I\'d hear from them within two weeks. A week later I got letter from them and it scheduled me a new appointment. At this appointment I got my EAD in 15 min. I think the procedure varies with different local INS offices. Someone was able to get EAD at the request day.
