H4 visa

Am Indian, married to a Filipina, acquiring my permanent residency in Phils. My wife will go US with H1b visa, can I apply for H4 visa at US embassy in Phils? Or I need to return to India? How long this whole process takes and how much I need to pay?

I posted my this query since four days now and even its forum site there is no any reply?many ppl has read but nobody interesting in reply?moderator pls can u help me to find answer of my query?thanks
