H4 visa - RFE

Hi experts,

My friend got RFE on his wife's H4 application and company don't want to answer for that, the reason he is no longer with that company. He got another job and new company filed the h1 ( Approved) and h4 (still pending).

Question :

1. Does he need to reply for the H4 RFE for the first comapny ? or Company need to reply ?.

2. What happens, if neither company nor candidate did not replies to the RFE ?.

3. Will that causes problems for green care processing ?.

1. New company need to reply.
2. After 12 weeks the visa is denied if RFE is not responded properly,
