H4 visa Please Help

Hi, I recently got my H1 7th year extension,my wife is in India and she will be coming back to USA in July. My question is can I apply for H4 VISA in India itself so that she can come early or If apply for H4 extension here in USA how long is it going to take to get the approval.
Her H4 got expired in Feb 28th 2002.
Any help is really appriceated.
 
H4 visa

you employer has to apply for her H4 while she is in india. Her H4 visa is already expried so how can she come here to US and request an extention.
