H4 visa Denied due to Immigration Intent??

Hey,

I need help on my wife's H4 visa.

I got my H1B1 on last November. Everything is fine for my status in US. I knew my wife since last April and got married last December. We have all commucation letters, emails, wedding photos, other photos, bank statement, etc. I think we brought sufficent documents. However, a US woman (she stinks) in the embassy of my country denied my wife's H4 visa application. She gave a note to wife, indicating that my wife have immigration intent.

But, I already heard that H visa can have dual intent. They cannot deny our H visas based on that reason. So, what else is wrong?? Is that lady mad??

Please help me!! Also, please tell me where is the official interpretation on that.

What exactly did the consulate write in that note? Something is either wrong or missing here.
 
That is what I don't know. You know, they just stay behind the quater inch thick glass, and type their stuff into computer. We can't get any chance to look at it.

That laby in embassy only gave my wife a pre-printed note, which is a quote of sec. 210 (b). This section is especially for immigration intent.

For myself, I got my MS degree from GT, and got a job in the same field. I never changed a major or a job, also I was never out of status. I travelled back to my country 2 times in 3 years.

My wife is applying visa in Beijing, China. I know the visa application is very tight there. Still, how could that lady be so irresponsible and unprofesional??

Please give me advise. Thanks!

There appears to be a mistake on part of the consular official. Can you ask your wife to re-apply?
Moreover the immigration intent section is section 214(b), not 210b. Please verify. There is no section 210b.
 
Sorry, my mistake. It should be section 214 (b).

Does anyone know any official statement regarding that H4 application should not be rejected for immigration intent?
