Is it allowed for anyone to go to Any Consulate in India even if we belong to a particular Zone for H4 Stamping?

If earlier dates are not available online, what is the alternate way to get the dates As soon as possible

Is it possible to make an appointment based on the principal's passport#? The spouse does not have the passport yet; but expects it before the visa interview. any suggestions? how can the principal make the appt without the wife's pp#?
