H4 visa application from Canada consulate

I am in US on H1 visa. My wife is a Canadian PR. She is a Indian citizen with Indian passport and she has visitor visa to USA. I am planning to get a date for her H4 Dependent visa from US consulate in Toronto, Canada. My questions

1) Can she attend US consulate in Toronto, Canada because she has Indian passport?
2) Do you have website link for taking the appointment? (I need a precise website since the website I search DOES NOT give the appointment times for H4 it only gives for H1)

She can apply for H4 in Canada since she is a resident of Canada. She will have to first fill out DS-160 online and upload her photo into the application website.
