H4 to J1

I am at the H4 visa which is expiring on August 5th. I had applied for a change in status to J1 and the USCIS filled J1 on june 1, 2010.

1) How long does it take for visa transfer from H4 to J1 in Calfornia

2) If the J1 Status remains pendng till august 5th
(a) Is my stay in US illegal after august 5th ?
(b) Do I need to go back to my native (india) after august 5th ?
(c) What is the procedure?
3) My Husband is on H1 (he got it recently with the new employer). Should I apply for H4 extension while the J1 status is pending?
 
1)You can get that info on the USCIS website
2)Your stay is legal pending adjudication of the COS .As long as you had applied prior to expiration of current status.
3)Far as I know you should not apply as they will adddress it when they do your COS.
