H4 to H1B please help

My wife applied for H4 to H1B(change of status) which is approved now.But after applying she did go out of country for 1 month.
Now she is back to US.But INS mentioned in approval notice that applicant left the country so it won't be change of status now.
Can we still go to Canada(vancouver) for stamping.
Do we need to apply for I-824,application for action on approved petition to change the consulate to Canada rather than India.

What are the risks associated in going to Canada for stamping?

2 things: Prepare for the question 'why in Canada and not India?' Also, consulate in Canada cannot verify the educationsal credentials if they are not from US or Canada; so get your educational evaluations.
