H4 to H1

Hi,
I got my H1 in May 04 with effective date of Oct 1 04 when I used to be on F1 OPT.
The OPT expired in May 04. Mean while in the gap between May and Oct i went to my home country India and came back to US on H4 ( a dependant to my husband's H1)

Now if i want to start working with my H1. Can i get the visa stamping done in any of the consulates surrouding US like in MEXICO or CANADA?
or DO I need to goto INdia only??


Pleaseee help...
