H4 To H1 From Canada

My wife is planning to get her H1 visa stamped from Canada instead of going to India.

Do you guys know of anyone who has had a H4 to H1 visa stamped from Canada or mexico ?
Also, Is it difficult to get a H1 visa stamped from Canada if you don't have a US degree ?

Any suggestion
