I am on H4 Visa valid till Oct 2006. I am planning to change my visa status from H4 to F1. I have My I-20 and other supporting documents with me.
I am living in California and my school is in NY. I will be here in CA till Aug 22 and will go to NY around 22 Aug( My classes will begin in first week of SEP).
I have few questions:
1) Where should I file my I-539?
I talked with international center at my school and they don't know much about this type of situation and they asked me either to file at Vermont center after coming to NY( i.e after Aug 22) or to consult someone else.
I also talked with INS customer care representative and that person told me to file I-539 at California center because at the time of filing the application, I am physically living in CA. But when I will move to NY I am suppose to tell INS about change of my address, if my application is still pending( most probabily it will)
2) If my H4 is expired and my F1(COS) application is pending , Can I study in the school till INS make any decision( approved or denined) on my application?
