H4 to F1 visa

I am currently on H4 visa. I want to continue my studies.

1) Can I change my status to F1 visa?

2) If yes, how long will this process take?

3) Can the visa be stamped in canada or mexico? Do i have to come back to india for stamping the F1 visa?

4) what is the procedure to change the status from H4 to F1 visa?

H4 to F1

It is very much possible. You need to file I-539, you can change status without leaving the country. It should take around 3 months
