H4 to F1 transfer

My wife submitted application for H4 to F1 transfer. Recently, we received a letter from INS requesting my last 3 pay stubs prior to application. Because there was no project, I had not received pay for six months before application. What should we do now? Any suggestion is appreciated.
 
To get the change of status from within the US, one should be in valid status at the time of changing status. For a H4 to F1, that would mean the H4 must be valid, which in turn means that the H1 must be valid. That means showing that the H1 was employed and has recent pay stubs. It would be difficult to otherwise change status.

Option:
- Go to home country and get the F1 visa (might have to prove strong ties to home country and show intent to return), and then reenter.

yes, I think they just want to know if h1 is still valid now
so 3 most recently paystub should be fine.

one more thing, did INS asked you for any "residence proof of
your home country"? and if yes, what should you submit
for that to satisfy them?
