H4 To F1...sevis Fee..need Urgent Help

Hello,

I am currently on H4. I do have university I-20 and would like to change my status to F1.

I am planning to apply at california service centre with following documents:

Form I-539
Original I-20
Copy of I-94 (front and back page)
Admission letter to degree program
Photocopy of my relevant passport pages
Photocopy of my current H4 visa status as on passport
Affidavit of Support from my sponsor, who is also my husband
Letters from sponsor’s bank stating three-month average balance

Letter from sponsor’s employer confirming his full-time status as
employee and also stating current salary
Copy of latest pay stub of sponsor
Copy of sponsor’s I-797 document
Copy of Marriage Certificate
Copies of sponsor’s relevant passport pages
Copy of sponsor’s H1-B visa as on passport
Copy of sponsor’s I-94


1. What is SEVIS Fee? Where do i need to pay this fee?
2. Do I only need to pay $300 for I-539?
3. Joining date on I-20 is 2nd sep 2008. Can i start my study on h4?

I am replying on my thread. Received answer from university.

SEVIS fee is require to pay by student. Amount is $100. Student can pay it online.

You need to submit receipt of SEVIS Fee at the time of COS application.


Now, there is a new question -

My I20 Joining date is 2nd Sep and I am going to apply at California Service Centre on 2nd Aug. What if I dont get answer in a month?

What should I do? Can i ask my university to issue new I20 for spring semester and then apply?
