H4 to F1 Conversion

Hello,

I intend to study in US on F1 visa for Fall 2008. I have two options while Iam currently in India.
1) Go to US on H4 and then convert to F1. In this case how much processing time does it take. I have assistantship from the school and I would be eligible only if Iam on F1. So I need to be on F1.
2) Get my F1 stamped in India. What are the chances of my F1 getting approved.
