H4 Stamping help

Hi friends,
I need your opinion on H4 visa stamping.

We recently got our H1 and H4 visas extended, so need the new stamps in the passport. At this time, my wife is travelling
to a middle-east country.
So here are my questions;

a) Can she apply for a H4 visa stamping in the middle-east country (we are both indian nationals), Oman. Any risks with that.

b) Any risk with her applying for H4 stamp when I dont have my latest H1 stamp in my passport.

a. Yes. First find out from US consulate in OMAN whether they will accept third country national H4s?
b. No. But if oman says no to H4, need to travel to home country to get H4.
