H4 Rejection in Chennai Consulate

Guys,

One of my friend went for marriage 3 weeks before & just last week he went to TTS service in chennai (dropbox) to apply H4 visa for his wife. He got a notice from chennai consulate stating his wife last name in passport has to be changed to his first name. It seems this is a new rule. He got struck in chennai & he is right now in the process of changing name in his wife's passport. Anybody experience similar problem in chennai consulate. It seems this is a new rule imposed from last week. Anybody could throw some light on this. Thanks
 
have applied with my name endorsed on the spouse's passport

in chennai
did not change the surname though
from different postings on the internet and after talking to TTS and new delhi / chennai consulates ( all of whom contradicted and reversed their stance at different times)
it seems a simple endorsement will be sufficient
Though we still have to get H4 approval
 
RichardStevens: Is this the first H4 stamping for your wife. If so, were you informed that a drop-box is sufficient (rather than an interview)? Thanks.
 
yes drop box is sufficient

that rule was in force last year itself
except mumbai - which may again change
